i went to a local high school. my high school weighted average was 96.6, unweighted around 93.5. My SAT was 1220 combined. I played four varsity sports and was in NHS and other honor societies. never took an AP course. i was in top 14% of my class

one of my girl friends applied, graduated with honors, took all AP classes, was a spectacular runner (competed in states), was vice president of national honor society and  was in lower 25% of class yet didn't get accepted into UB at her first attempt. her sats were just above 1000.

if you are a minority, you have a really good shot at getting into UB. friend of mine that applied to UB that did nothing in high school and got below 1000 on SATs was accepted because he is a minority.

Transfer GPA of 2.4 is different than HS GPA usually

It is always somewhat easier to get into a school as a transfer.  Remember there are numerous freshman who leave a school for any number of reasons.  They have to be replaced, so at that time transfer students are who replace the departed freshmen.
